FPGAs need a variety of low voltage rails to operate efficiently - typically 0.9V to 3.3V and because of the fast transient current requirements, cannot be provided by a traditional multiple output power supply. Either linear or switching regulators are used depending on the needs. Switching regulators are used for higher current applications, or when the inefficiency of linear regulators cannot be tolerated and if noise sensitivity is not critical – like with digital core logic and I/O power.
